Yeah you can transplant at any time once you start to see roots. Its not an immediate necessity but if you are going to leave them in the cups longer cover the cups from the soil down with a light barrier so any exposed roots aren't getting light. Once the roots start to appear prominently on the sides of the cup you will want to transplant before root binding comes into play. Common signs of root binding: Dense root structure pressed on sides of planting medium, "special growth" or as i call it leaf retardation (your leaves will begin to twist and some may die half way)
