It's in September. I just googled this. Looks like anyone can get in and legally to smoke you got to have a med card. But that doesn't mean you won't be able to find it anyway.

"The event will go down September 7-8, 2013 at Fremont Studio (155 N 35th Street Seattle, WA) and will be limited to those 18 or older. You will have to be at least 21 years old to consume marijuana at the Cup. (Presumably, medical users under 21 will be allowed.) Early bird passes are $40."
Looks like if you are over 21 you are good to smoke!
