I thought I was under water and over-watering it maybe bugs I can't figure out why it's doing this

What is your humidity level? My seedlings really struggle with the dry air in the winter, so I run a humidifier in my veg tent. Huge difference, problem solved.

That is pretty low for veg, I would get a humidifier and bump that up to 60%-70% for best results. I can't say for sure if that is your issue, but more humidity will help growth.
