Seedlings falling over, thin stems.

Woke up this morning and one of the seedlings was fallen over completely (maybe from the fan) and the other one had gradually leaned over some more. I added more soil, but they just seem to be getting thinner and thinner. Fluorescent light is 2 inches away from the plants, and I am using standard Miracle Gro soil and I am not adding anything besides water.Also, most of the new seeds I plant end up rising slightly above the soil, then stop growing and die. I've included images below.

If that miracle grow has time release nutes in it, they may be burning up, especially if you water just a little bit too much. Try a seedling soil for germinating.

Damping off also possible but you would see a little pinch spot that where the bend is when they fall over.

I was just going ask about the soil.

You need the medium (soil) to be free of nutrient for the first 2 weeks or so. They're fragile at that stage.

No a standard seedling medium is fine, especially if your a newbie to growing
