Seedlings haven't been growing

Hello, these sprouted on 7/1 and have made little to no progress since then. They are on day 9 now and I am worried because these are autoflowering ("little red ryder hood" from Dutchbreed) and any slow growth will dramatically decrease my yields. At first I had three 26w CFLs a couple inches above them but even that was heating my small tent too quickly. Finally received a 2009 90w UFO LED from Gotham Hydroponics and the seedlings have been under that for the past 4 days (at a distance of 8-12"). PH has been around 5.5-6, and prior to planting, I had conditioned the rockwool in a ph of 5.

I have a little triploid seedling with 3 cotyledons and one set of 3 new leaves which is showing root growth but nothing else. Two of the seedlings root's have not penetrated through their rockwool.

1) Are these seedlings small for being 9 days old?
2) Does anyone know if my LED light is good for seedlings? It's blue light gives light in the 425-430nm spectrum.. but seedlings can seedlings make use of the red spectrum (630nm) led lights too?
