Shiny Leaf / Bug Problem

I have 2 super lemon haze plants outdoors, one of them seems to have a problem as the leaves are getting this shiny coating to them and the they just don't look right.

Anyone know what I need to do to get these looking a bit better. I have also noticed that growth has slowed right down.

For comparison here is the plant next to it in the same hole and the exact same seed from the same company planted exactly the same time.

They look pretty good, did you spray neem oil on them and if you didn't then you could use that for your bug problem.. don't know how well it works outside but I would give it a shot. The leaves look healthy so I really wouldn't worry about that and concentrate on the bug problem
