Thats really not much space to work with. You need about a 1 foot radius around the plants from the stem for outward growth, and you can expect the plant to be about 3 feet (or more ) tall, without training. To keep the plants short you can top and train the branches to make them bushy, but that will make them need more space around them. I'd say no more than 2 fully mature plants in that space, or you might run into respiration problems. You could use a drip system on a short table with the res outside of the garden to keep the system short.
