Good ol 12 volt and a power inverter. Wont last you very long, especially with a hps/ mh ballast and fans/pumps/ etc, but if you had a backup fluoro setup it would at least keep them from stressing out too bad. The most effective option (unless you can afford solar panels..) would be a generator, which wouldnt be that strange to hear running because if the power is out, you wont be the only one.

the power kicks right back on its just the 20-30 minutes for the ballast to cool and then i plug it back in and its all gravy so its not that big of a deal i just don't want to deal with it for that long

If its not that long you might be able to use a 12 volt, or two. I know they make controllers that basically ensure you are getting the proper voltage to a circuit, and if a particular area goes down, you can have the controller switch to the backup, auxillary power until the regular power source returns to normal. Woudlnt be that difficult at all to setup, just do a google search or ask an electrician.

I doubt it. Havent had to use one before, but Im pretty certain those exact controllers exist. Look into how a backup generator works, like say at a business or hospital (obviously much smaller scale here.) But they have a system that once the power goes down, the backup power comes on.

how big of a light? you could use a computer UPS but a 1000 watts will get pricey. for a 400 watt light, you should be able to find 1 for about $100 (US) but 1000 watts will run closer to a grand
