Soil????? What to add if any

So my bagseeds are getting pretty close to being germenated.(Don't know if thats spelled correctly)The soil i have is plane soil.All its say it has in it is--Composted Green Material(What ever that is), Perlite, and Washed sand.Also say no chemical fertilizers, and No Animial and human waste are in it.(Even though were animals)
Also I have osmocote plant food 19-6-12. Is that good. Are those good. Any help would me appreciated.
