It had directions right on the page you linked.. first you make a concentrated solution, which you will then dilute for use with each watering if you'd like. Should work OK as long as it's really kelp / humic.

it has too much potash and not enough phos for flower. and i would use it sparingly, as an adjunct to some real flower ferts.

Yah, not a complete flower supplement, but kelp / humic are great supplements to the flowering stage. High K (not too much now) at the beginning of flower will help promote extra bud sites, and Kelp has just about every micronutrient you could ask for. Humic is just all around badass (Especially if you can get fulvic)
