somthing is eating my fresh sprouts! help !!

i dont get this...i have been growing for 10 years and have never seen this before....wtf.i was starting a 2nd round of seeds for this out door and as one plant brakes the surface of the soil... it gets eaten...just the green part,,,, leaving the stem standing i have seed racks with just white stems remaining ,... im starting these inside by the window...i thought it was a mouse or something..but i think thats out of the question,...im going mad..i paid good money for these seeds..any idea??

there was one thing that caught my eye..but idk if this is is....im sprayin seven on all these tomarrow...taking no chances....in the soil i saw a tiny white spec move!.. i have perlite in the mix soo its hard to find..and when i whent to touch this thing..it jumped like a flee...and im talking like a foot or soo,..this was all white..but didnt look like normal..would this eat all this leaves and sprouts..??hard to believe..thanks all...
