stealth grow cabinet advice

Bought a cabinet & I'm looking to convert it into a stealth grow box never
built one before and i want some advise on my setup . My budget 75$

. oder control
. lighting
. ventilation
. growing setup
. insulation

Thats a small budget ? I could try n do it as a kinda challenge I suppose, lol ... Would you have a veg section and a flower section or just a main room for a harvest every 3 months? Would you be happy using CFL's or would you prefer HID lighting? LED's are out of the question because the cost is so high (for the good ones). Computer CPU fans are both cheap n easy to install, The filter will be the only costly part.. unless you use a cooker venting filter, available from most hardware/home stores.. Would you like to grow in soil or Hydro?? I'll be happy to help ..if ya want? - STELTHY

also i dont really now how to wire thing's how else could i put my

whether i should use soil or go with a hydro system i
