Strange seedling

So I started a new group- planted 8 and got 6 growing normally. One has the crumbly dwarf leaves which is starting to look better but my limited experience says it is probably not a good plant.
This one pictured went into a stretch even though none of the others did, and it has this weird new growth almost looking like it is going into flower.
Any thoughts on this? I am not too worried 6 out of 8 seeds is a good ratio- just want to learn what is going on.

These seedlings are on 17/7 which is the longest setting on this light. The others look good except the other 1 stunted one.

Thanks- I never had one showing balls so soon.
It was from feminized seed but that is no guarantee- I think they say 90-95% female
