I litterly have about 150 dollars worth of CFLs after my last home depot trip cause I really didn't know exactly what to get. I got both ends of the spectrum in 27Ws and also have 42Ws of low end spectrums.. Anyways, I've heard the more light the better, so here are the questions..

Is there such a thing as TO MANY lumens??

Is it a bad idea to go both low and high ends of spectrum, or should I just switch spectrums for flowering?

Should I use all 20 lights zomfg?? I have 3 plants..

the more the merrier i have 12 on the go 8 on my 3' flowering female but i need some more ideally, and i have 4 on 7 seedlings in veg mode and i need more on them in a week or so, i think for 3 plants 20 cfl's is enough, are all your 3 plants at the same stage as this makes things easier, if they are i would have 8 - 10 above em and the rest arround em, that should work good
good luck

You can most def use both of the spectrums. Some people will tell you to switch off and some will say to use both through out the grow. It's really up to you and the plant. Experiment a little and see where it goes from there =D

they're right- the more the better. i used 20 lights on my 1st plant (just harvested last week!) and it's f'n awesome. 400w of CFL's done right can grow 2-4oz with the right nutes/room. my next grow is almost to flowering and i currently has ~300w on 6 plants.

Think of it this way. your amount of lumens will stay the same no matter how many lights you have, thats how many lumens those lights give off per that area. providing additional lights around the plant in key areas will insure those areas all recieve the maximum amount of lumens that your set of lights can provide. Lumen area is your goal. Have fun
