Why don't we just start a new budget. Let's start a budget for our new nation 'RIU" that will be revised by the reasoning of others. No partisan fighting just proposals for revision and reasoning behind it. If we can't agree we will take a vote and majority will win. Let this be fun but also semi serious. We will start from a completely blank page and build form there.
My proposal:
Three main departments : "Defense" , "Infrastructure", "Treasury and Regulations"
Defense :
The department of defense will be responsible for the security of our nation, the advancement of technology, and internal civil disputes. It will maintain our military paying for troops, intelligence, bases , vehicles and other military needed. The military will be used to ensure the safety of the nation. The research will be responsible for the advancement of general technologies anywhere from agriculture, logistics ,health to anything worth researching in. To handle internal affairs there will be a standard police force to enforce laws. The police force will be controlled by the state but funded by the federal government.
Infrastructure:
The department of infrastructure will be responsible for utility needs of the citizens. This includes water, electricity, housing, Public transportation & sanitation. The construction will be done by privately owned contractors. The government will consult private engineering firms to build requested designs. The designs will then be bid out to the construction contactor willing to build it for the cheapest price. After construction the federal government will be responsible for minor maintenance but will contract out for larger jobs. The distribution of electricity & water will be available to any household that connects to the current government grid. They will have to do this at their own cost. There will be a tie in fee based on the max (amps for electricity, gallons for water) the tie is capable of. A larger commercial building will have larger needs with large taps. The price scaling system will account for this.
Housing will be moderate-small size living space that is already connected to government electricity and water. They will be constructed by private contractors and available to any citizen paying taxes. At the age of 25 a taxpaying citizens will be eligible for their own family unit. Only one housing unit per family. The Construction of power plants and water treatment plants will be bid out to private contractors. The federal government will be responsible for running & maintaining the utilities. public transportation will be provided by the building of trains and use of buses in designated areas. The service will be free to taxpaying citizens. the construction will be bid out to private contractors.
Treasury and Regulations:
The department of Treasury and Regulations will be responsible for the spending of collected taxes and environmental and safety regulations. Taxes will be paid on a flat percentage of income. If a citizen has no income then no taxes will be paid, however this citizen will not be eligible for free housing. The only requirement for free housing is any low income wage that will still be taxed at a flat rate. This will encourage business to create new jobs and will make even low income wages attractive. The regulations will help prevent industry pollution and fraud. It will implement many of the food safety and health regulations.
Summary:
This system will allow any income level to have a safe place to save money for future luxury purchases. EX, house, car, electronics. This cushion will encourage the attractiveness of low income jobs. even though those citizens in public housing pay less in taxes they now have a way to save for the future or pump it back into the economy. Without the worry of paying bill of necessity the public will have more free cash flow. If they choose to stay in the public housing then they are spending money pumping it back to business owners increasing their wealth. This increases in wealth relates to more taxes generated, which can sustain those that stay in the public housing. The construction will cause a of boom well paying jobs and the constant expansion will continue.
Yes this does sound slightly socialistic but i do it in light of the new health tax
