The humidity in my tent during lights on is 20% what can i do to raise it?

I'm two and a half weeks into flower on 4 plants and i have four seedlings in my tent that are 4 days old. My humidity around 17 to 23 percent what can i do to raise this and if i cant raise it to around 40 percent what will the affects be on my plants both the ones in flower and the seedlings?
I have tried putting water into the tent to evaporate off and this didnt really affect it. when i open the tent to put on the light's on the humidity is about 40-60% but burns off in the first hour or so is this going to affect my yeald and will the seedlings grow ok on those levels?
any advice would be great....thank's

wow.... dude. you want it as dry as possible. Watering your veg room should be enough water to maintain RH. And flower room you want as dry as possible. Drier, more resins production

so 20 % is ok then for the plants flowering...ok this is good news...-)
