So im having trouble with my led lights shutting off all the way somehow my timer is still letting enough current thru to run 2 of the led lights and 2 of them are completely off all are plugged into the same timer why would this be happening and whats a better timer to use

Most likely not the timer, but your wires reversed in that plug. Try a different T socket to see if you have the same issues
 
There are 4 lights in that timer 2 go all the way off and 2 dont but the timer keeps using electricity 24hrs thats how it keeps time it needs power to work
 
Yes, a wiring mistake.
I recommend a power bar with a fuse/circuit breaker, and a timer w/ground that is over rated for the power drawn by your lights.

Its already plugged into a power bar with circuit breaker this wasnt happening till I bought new lights this is the first time in ever this has happened
 
I recommend a good mechanic timer. I just replaced my almost 20 yo one last year with one I got for $3 at the bargain store and it's run a 1000W HID just fine. Rated for 1875W like most and does 15min increments. If the power goes out I just advance the dial for the amount of time the power was out and it's back on track.

When the big solar storm hits and the whole world goes back to living analog I'm ready! :D

I run almost all of the equipment needed for my hydro grow from Kasa smart strips. I did a grow in 2017 and was using mechanical timers. After a power outage, I set the timer incorrectly and my revegged. Never again.

Kasa is very easy to set up, has been 100% reliable for the three grows in which I've used them, and, since they're WiFi, I can control them from anywhere.
 
I bought a bunch of growers choice refurbished 680s. Some of the diodes will stay on after lights off. I use a plug timer to my light plug box & it shuts em all the way off. I just set the master light controller 1 minute off of the wall plug timer
