Look at the label. If it lists THCA in higher levels than THC, you'll need to decarb to activate the THCA(acid) into THC.
In most cases, due to the way wax, shatter, oil, etc,.. are processed the THCA remains unactivated so there will be no psychoactive effects until the THCA is heated and converted to THC.
The oil in the cart is concentrated, so it may be stronger than you think. A little may go a long way once decarbed.

I've done it a couple of different ways when desperate and still used oil. Double boiler, very low heat in a toaster oven (line a small baking sheet with parchment paper but make a dam, because the oil will get runny, put oil on paper and heat at about 225 degrees for 20 minutes or so)
Added it directly to hot cup of coffee.
The best way was to add the oil straight into the brownie mix. It decarbed while the brownies baked.
