Tiny 1/4 inch long green worms eating foliage leaves . . .

I have these tiny green worms about a 1/4 long eating the foliage leaves and leaves around the buds. When they fall off the leaf they are suspended by their own webbing (similar to a spider web). Is this the beginning of budworms? Any suggestions on how to get rid of them without ruining the plant or causing a foul taste after curing?

Try and treat your plants with Aza-max from GH. You can spray it on your leaves. This stuff usually kills anything. If your running Hydro you can put it into your res. Once you have treated your plants with the Aza-max you can then get some neem oil. The Aza-max will kill them and the Neem oil will deter them from coming back.
