Tiny black bug, never seen this before

I know most insects, but this has me puzzled. Some of my new growth comes out with half-leaves, like they were munched as they started growing in. When I open up the fresh tips where growth is just starting, I see a tiny black bug that looks like it has wings. They crawl away really fast and I can't catch or kill them. I grow outdoors by the way

It looks similar to a gnat but is smaller, and it's not an aphid. Anyone know what it might be?

No webs. As I said, it appears to have wings and hides in the growing tips between stuff. I know what spider mites look like, isn't that. And I can't take pics cause they are too small, and don't stay put when I open up the new growth

I was able to grab one and put it on my desk and looked at it through my Loupe. I does have wings, and appears to be a beetle of some sort. Any ideas?
