Maximise the difference between day time and night time temps.
That works when flipped to flower at least (learnt by error when I didn't really want them to stretch). Pretty sure it should work in veg too - unless you're lights are on 24 hours of course.
It's not well known, but when plants are deficient in P, they accumulate more starch in the stems and roots rather than using the energy for new growth. This is actually ideal for getting mothers ready for cuttings because cuttings with a higher starch content in the stems have a higher success rate.
Very low P solutions for a mother before taking clones is a common practice in the non-weed world.
