I've been hearing this for a while now.
There's something larger one must consider, though. What is the internet?
It is ubiquitous like air. How can any one person control it? If there were any attempt at such controls, the first reaction would be a return of BBS networks; a "sub-internet", if you will.
And then there is the enforcement problem. Who are the brain police? How will they arrest everyone? Fucking copyrights...good luck with that
At the end of the day, these are words on paper. Look at how well the globalization machine has functioned with the WTO! Do you honestly believe they can enforce anything at a higher level than what is currently being fumbled around with?
My level of concern is minimal, at this stage.

Do you live in China? In order for that style of 'filtering' to occur in the rest of the developed world, it would require a complete shutdown of all private industry, as far as ISPs are concerned. I'm inclined to believe that would create a SERIOUS uproar.
I certainly wouldn't be twiddling my thumbs in that situation.
