Trouble getting all my plants to re-veg

Half plants showed signs of re-veg. A 3 hr power failure caused them to flower. Able to get some to show signs of new growth after put on 24hs few days then to 15 hrs. Some just wont re-veg and have nice buds, been 3 months. few questions...
1) plants that wont re-veg should top/ cut off nice buds and maybe new growth will start if I give 24hrs again?
2) what happens to existing buds If I leave them and try to re-veg again.
3) cut bait on flowering plants. Never got big enough to produce much. buds are nice and heavy but not seem to be done by tricone color but normally should be done month ago.
4) just take clones and start over from re-vegged plants or flowered plants?

Last reveg I did was a clone.... took it from a flowering plant that was about week 4 of flower. Took more than 6 weeks to take off. Saved the pheno tho.
