So a friend of mine told me to basically cut a clone and put it in a cup of water and put under 12/12 to sex.. It just looks like its wilting and dying. Any info on how I should properly sex a plant?

Take a picture so we can look at the technique. Clones don't need a lot of leaf matter, and don't usually like it.
You can 12/12 an unrooted clone to sex, but it won't be very healthy I'm sure. So much stress lol.
How long has it been, and is the water clean?

Are you using low light levels like a 23W 2700K CFL or even a 9w 2700K LED bulb with the dome still on 6" away is great. A humidity would also be a good idea.
If it has to be fairly close to strong light a sheet of paper towel over the dome makes a good shade.
