Ultra Newbie first grow. Need advice!

Ok I'm a complete noob at growing. Not having a job is making my habit too expensive to keep buying every other week. This is why I decided to grow my own using mostly materials that I already had. I had been saving a dozen seeds from my bags and tried a number of ways to germinate a few seeds. None of the methods worked, even after a week of testing all the methods I could find. Finally, I decided to just plant a seed and see if it grows; sure enough the seed sprouted!

When my seed sprouted I noticed tiny white bugs on it and got rid of everything. I assumed this was because I was using cheap Mexican soil from Walmart, but could also be because I was growing in a box on the floor. Nevertheless, I tried again with new soil and changed where the box was and what came out this time was what I still have growing today, and I haven't had the bug problem since.

Now, since I planted this poor little seed, I've messed it up so much that I'm surprised it pulled through. First I was overwatering it, then I realized that I shouldn't have put nutrients in the soil yet, so it already started to fry. Then I realized the light was too close, then I re-potted it into a bigger pot but kind of didn't leave any soil around the roots as I removed it from the first pot. I've also changed the pot's location twice, from a box on the floor, to my closet and the light schedule twice from 12/12 to 20/4 to 18/6 (where it's been for weeks now).

Regardless, the plant is still going, but EXTREMELY slowly. I'm on week nine and the plant is only about 10 inches tall. Furthermore, the leaves (after clearing up from the nutrient-frying) are showing pinkish/brown spots which I think are from a LACK of nutrients. I'm still using the Walmart soil, and the nutrients I used in the beginning are Miracle-Gro Perlite. I'm using two 20 watt CFLs (equivalent to 75 watts each).

At first I had the lights only a couple inches from the soil, then backed it up about 6 inches when the seed sprouted. Unfortunately I left it there for a long time and by week 4, the plant was only about 3 inches tall.. As of now, the lights are backed up and about a foot and a half from the top of my 10 inch plant. I regularly turn on the fan in the closet on oscillate and on a timer usually 2 - 4 hours multiple times throughout the day. I only water it when the soil starts to look drier on the surface using flat, filtered tap water.

I recently added some perlite to the top soil and watered it in an attempt to fix the nutrient problem. Obviously, I know nothing about the nutrients so I tried not to overdue it again. As far as water pH, I don't check it and I don't have the tools to either, so I tried not to over/under-water it either. The plant is still growing, slowly at the rate of about 1 inch per 4-6 days. I'm in week nine right now and I'm at a loss for what step to take next. Should I flower soon? If not, what steps could I take before I do go ahead to flower. Just as long as the advice isn't to ditch the plant and start over, I'll take whatever help I can get. I just don't want to give up on this plant because it's the only one I have going right now.

that plant is very small for 9 weeks, it's most likely the soil causing the growth stunt. Transplant into a bigger pot with organic soil and the plant should bounce back right away. Also make sure you fill the pot almost full with soil, it looks only about half full. Anything below the soil will grow roots and help the plant grow.
