Yes, colder air holds less moisture and will leech moisture out of material that holds more water than the air. That's why meats come out of the fridgs so dry.
I can think of a lot more attractive ways to moisturize buds than a dirty potato peel. Hell, a few drops of water in a closed mason jar will have the same effect. Water and mositure always seek level, so the drops of water will evaporate into the buds. You can also use non-tubers like orange peel, apple peel, and fan leaves (my favorite). Anything not grown in the ground with a jacket infused with dirt.
