ware can i find good nutes and soil

wondering ware to find good nutes and soil.how to put the soil together and do i ph test the soil or the water?i need to know what a good mix is for veg and budding somthing like 20-5-5 or 5-15-15.do i get sepret nutes and mix like that or find somthing close.i need all the help i can get
