PPM (parts per million) is a measurement for the TDS (total dissolved solids) in a liquid. You need a meter to determine the ppm of a liquid.

I don't understand what you're asking. What do you mean by taking care of ppm before you add nutes? You can't take care of the ppm before you add nutes - you adjust for it depending on what the ppm of your water is. How are you growing? Hydro or Soil? The negative of not measuring is that you can burn your plant if the ppm of the nute solution is too high and you can stunt growth if it's too low.
