I wouldn't use anything smaller than a 23 watt CFL, but not bigger than a 42 watt CFL.
The reason for this, CFLs regardless of size do not throw off much light and it also dissipates pretty fast, so you have to keep them pretty close, like 1"-2".
More smaller CFLs enable you to cover the plant more as it gets bigger, with larger CFLs, you can't cover the plants as much.
That and the smaller ones have better efficiency, you just have to make sure you use enough of them.
I grew with CFLs before, and tried 23 watt, 26 watt, 42 watt and 68 watt. The 68s yielded the worst, but not terrible, and the 26s yielded the best. This is just my experience though, but being that the 26s were the most efficient in lumens per watt compared to the others, and I grew the same strain under all the size CFLs I mentioned above for a couple years, I think I am comfortable believing the 26s worked best and will work best again if I were to go the CFL route again.
