Looks genetic or herpes, nothing to worry. Scale bugs would be more significant and typically leave residue but this is nowhere near that.

Keep some Abreva handy but she'll be fine.

At minimum genetics leading go excessive root nodes where they shouldn't be. At Worst egg clusters. Looks to be the first. Let us know.

I’ve seen similar before.

I had a northern lights x big bud auto that the stems on the massive water leaves actually split open during flower and a clear “sap” came out Of the split.

so if you have no bug issues I would put it down as a sap residue.
