Usually it means that the temperature is manually controlled as opposed to digitally. It won't be as accurate or consistent when it comes to maintaining temperature. Sometimes they're referring to a manual whip as opposed to having a fan to deliver the vapour. You just draw on the whip, like you would a pipe.
