What is eating my plant

Anybody tel me what is eating my lpant so i know how to treat it
Neem oil is not working washes away to fast with thunderstorms every day
Maybe if i know what it is i can treat it better

ROFLMAO!! I smoked some GMO earlier so I sat here waiting for my screen to update to what you suggested spraying with. Then I realized I needed to ask you. Talk about being left hanging!!

Space case!! I would use spinosad in the evening after bees are done working.. Keepin me on my toes!!
