my magnifier is not that great but i was able to see some thing very small and white flying around the plant.
what do you think i should do? should i make a spray from garlic+soap or neem or both? really not sure...

Can't say for sure but it sounds like you might have white flies. I've had them (and also aphids, spider mites and recently here thrips) before. I've fucked around with various methods (insecticidal soaps, etc.) of getting rid of them. All with fairly poor results.
Since you're not any where close to harvest I'd have to recommend you use a Malathion spray (10 ml/gallon H2O). It's been around a long time (which unfortunately has led to some insect species developing a resistance to it) and it's effects on human health are well understood. It's got a pretty good track record in that area if used correctly.
If I were you I drag out the big gun (Malathion) and nip this problem in the bud (pun intended) in it's early stages instead of having to fuck around with these unreliable half ass measures which you'll most likely have to keep applying right up until harvest to try and control these pests.
I know all these things like garlic and soap and neem oil sound organic and safer than a chemical like Malathion (and they may well be) but I know from experience that if you end up using multiple applications of them (because they're not working very well) right up until harvest it will make your weed taste funky when it's smoked.
