What is the answer?

Stems are oddly woody and there is a lot of node distance from the beginning. The plant looks both old and not ready enough to flower, at the same time. Is this an old neglected clone that you hurriedly tried to LST, strip, and flip instead of killing ? It looks like you over defoliated and stalled it out too.
 
This is part of the story. I am, and have been SICK! with my experiments. I have no controll.

Too weak of a light for flowering, buds look moldy, plants re-vegged, Missing fan leaves, lots of stress and unhappiness.
Why are your plants so wet? Literally dripping wet while lights are on?

What Soil?
What nutrients if any?
What Light?
What Temperature?
What Humidity?
What Ventilation?
Fans?

Too many unanswered questions.
