What is wrong with my plant?

1 or my 5 plants is experiencing this. Out first I thought it was a magnesium or sulfur deficiency but it's giving the leaves an odd, blistery texture. Additionally the leaves look plastic-like in the light. What's wrong with her?

Plants that young usually won't look that way by there being a lack of nutrients, more like an excess of something.
