What is wrong with my plants!?

Hey guys first grow.. I've been doing alot of research and everything was going great until the other day I came home and 3/4 of my plants looked like this. They are turning brown and leaves are looking like they're dying.

My grow room is in a 70 degree room, has a fan going into grow box, 4 6500 cfl bulbs which are about 3 inches above plant. I'm using a NPK fertilizer (just started today) and I have been watering them a little bit each day. About 12 oz for all 4 plants.

So whats going on here? what am I doing wrong and how can I save these little guys? Also does this seem normal size for about 3 weeks after planting from germinated seed?

Those girls look like their getting burnt from the light.
I'd move them 7-8 inches while their seedlings, then you can put them closer once the plant more developed.

What kind of fertilizer are you using?

Your over watering them. If you feed a seed 12 oz of water a day and it only uses one ml of water a day they will end up drowning. Are they like five days old? So theyve drank five big beers already.....hehehee.. Their drunk im not sure if thats whats making them yellow though. If your using organic dirt you shouldnt need fertz yet so just chill on those for a bit. Idk if that light touched them but that could be it too. My 42 w cfls are like 18 inches from my 6 inch clones and theyre doing fine. Lttem dry out and give em some time. I hope they get better. Good luck
