What kind of bug is this?

Hey guys!! I came out to check on my plants and found some white frothing looking stuff at the base of one of my buds so of course I am like WTF and I go grab a q-tip dipped in some alcohol to get it off and found this nasty looking guy in the froth. Now that I have cleaned it off it seems the bud will be ok and it didn't really get into the bud but damn what if I wouldn't have caught it right now?

Wondering if anyone knows what this is and what the frothy stuff is?
Also wondering what if I wouldn't have caught it and I had smoked it?

I actually used to find these in the hedge as a kid and poke them with a stick and little green things with red eyes used to be lurking, I always thought they were baby caterpillars or ladybirds

Thanks guys! Good to know that it's not really harmful to my plant but that crap sure was nasty!!
