Hi, I have an outdoor plant that is at about 4-5 week into flowering and I only have 2 options right now available, 1 is an NPK of 3-6-12, and the other is 9-16-16, which one would be better to use for the best buds? Thank you

How does your plant look? nice and green? We‘re talking chemical nutes or organic?
Most growers cut the N in flower, especially in late flower, but if your plant is N deficient already that won’t help her make big buds as she needs N to make plant mass. Extra P and K are the go to’s for flower.
Without seeing your plant the 9-16-16 sounds the best but it’d be easier with a pic.
