What the heck is going on?

My plants look over watered but soil was dry. Haven’t had any successful grows in a while. Is it my soil? Pro mix HP with some organic material mixed in. Haven’t fed anything, just water. I inherited this as a stretched seedling on first set of leaves. CFL micro grow. I believe the plant is around a month old. I know it’s a female as pistils are making appearances. Hmmmmm, you say the soil was dry but it doesn't look dry in the pics.

Also, what do you mean by "organic materials"? Promix HP is fine as is until early flower, let alone with a plant that small.

It’s just mixed with a pile of compost. Probably 75% promix and 25% compost.

Ive had broad mites destroy my last 3 grows right about when they are 4 or 5 weeks old. The damage looks alot like your pics. Twisted new growth, curling leaves, blistered looking leaves. If you have them, you'll never see them! You can see their eggs with a pocket microscope, on the back side of the leaves.
