what would you do with....

Hey everyone, first off ill tell you my budget is $2,500 - $3,000. The room i have is in a basement and it is approx 20Lx10Wx8H with a window to vent out, a dryer duct to vent out and it also has a panel box in my prime growing space. The walls are finished but the ceiling is not(showing the floor boards). There is also another corner of the basement that has an area approx 6Lx6Wx8H (perfect for veg room). The whole basement is carpeted. Unfortunatley i do not know where i can bring fresh air into the basement from. A goal would be 40 plants in the flowering room with sufficient lighting(would you recommend (2) 1000w HPS or (3) 600w HPS?). In the Veg room i would probably just clone off of clones once i get going, but at first i would keep a mother or 2 kicking around. Any advice or help is muchly appreciated as this is going to be my first grow. (sorry for long post, but i wanted to give detail)
