What would be better for The vegitation state?

Plants range from 4" - 7" right now (3)

2 - purple kush
1 - grandaddy purple

I just got two lights -

400 watt Metal Halide Conversion Lamp with 38,000 Lumens by AgroMax.

400 Watt Super HPS EN - enhanced spectrum hps grow lmap by Hortilux.

Right now i have the MH Lamp on the 3 plants about 6" above the plants.. whats average height above plants for this light, anyone know? i have it right now about 5-6" away from the plants.

Any helps appriciated, and Thank you.

You can use your 400 watt HPS EN for the entire grow. Veg and flowering.

This is just my opinion but I would say stick with the metal halide for veg, then switch over to the HPS for flowering.

You have more than enough lumens to grow three healthy plants

As far as distance from plants as long as it is not to hot for the plants then you are ok.

Rule of thumb is place your hand over top of the plant. if it is too hot for your hand then it is too hot for the plants.

I would utilize a cool tube so that you can get as close as possible.

just my two cents

Most folks recommend mh for veg, hps for flower. This is because it simulates natural growing conditions most closely.Just do as keico said regarding distance.
Now, you CAN use either light all the way through. There's a bit of debate, but some folks swear the mh will give you a more potent bud,if a bit less dense, because it gives off UV, and UV causes the plant to produce more resin in order to protect itself. If you still want to use the hps for flower and would like the benefit of UV,try a 10.0 reptile light.Don't leave it on the whole time, just about 4 hours during "peak" light hours, simulating afternoon uv exposure in nature,I suppose.
Here's a video explaining it a bit.
