Whats eating her and how do i stop it?

She's an outdoor based grow. Was looking great up to about a week ago. Started small now its a real problem. Sprayed neem oil a few days ago but it seems to have persisted. Any thoughts?
I'm at a loss.

Outdoor plants always get some kind of damage, in my experience. A lot of times they can out grow the damage. I have had plants out grow the damage in similar situations. Neem is a solid treatment, and give it time. They are really resilient plants!
 
Try adding a little tray, small dish of beer and slugs will fall in and drown then can rule out if don't see any. If do slug pellets around kills also.
 
It could be those tiny slugs, but it looks very similar to a bug that often invades my garden tomatoes....the "potato flea beetle" is what it's known as. Look for tiny, flea-like beetles that jump. You have to catch them at the right time of day or they retreat to the surrounding soil. They jump from the soil, chew for awhile and then jump off. My guess is that you have something similar. Grasshoppers tend to chew the edges of the leaves.

If it was slugs, then you'd see slime somewhere.
