What's happening here?

Hi guys, my first post, my first experimental grow.

Durban poison, UK south west outdoor grow.

What is causing this? I can't see any mites etc. I have been spraying the plants with a Neem solution about twice a week.

Any ideas, I am a bit concerned as I reckon with daylight changing a bit the plants might start flowering soon.

I'm not really familiar with UK bugs but if it's chowing down on the leaves you should try a preventative spray with spinosad. If you don't have buds yet your options are much more open so I'd try to be aggressive now. There's also a 3 in one product by Safer brand I like that kills mites, powdery mildew, leaf septoria and all kinds of bad stuff. It isn't good for flowering plants but in veg I liked it a lot.
 
That looks like beetle damage. Flea beetles, striped beetles, etc.
Probably be some egg masses layed on bottoms of leaves if you look.
 
1 of my 7 plants has 100 percent the same markings I found like 4 small green worms eating the leafs, I thought it was spider mites because a few had this webbing / cocoon over them lay under your lady and inspect throughly each and every leaf
