What's wrong with my seedling??

I had a couple seedlings that were left in the rain due to me smoking too much and forgetting. I just dumped the ruined soil since I had other seedlings. The next day I noticed some seedlings growing out of the old flooded soil, so I decided to put in a small container and keep inside to see how they do. Well one is extremely small for being about a month old and the other is very tall and the leaves are hardly forming.

Are you going for the Blair witch cropping technique?

Are they under artificial light?

Cull one and replant the remaining with most of the long stem under soil. Try to give it more light.

And your soil seems very wet.
