When do I feed, should I transplant?

I my have first plant which was a clone flowering
Theses guys are my next batch. Its been a little over a month since I put the seeds in the soil. Just wondering when I should start feeding them. And when to transplant them.

I've already read and learned so much, from these forums. But any input would greatly be appreciated.

Feed 1/4 strength nutes and transplant when you have to water more than once a day. By the look I'd transplant now.
