When do seedlings need light?

when does a seeding need light? they just emerging from the ground with the seed still on and slowly breaking off they in my room at the moment, when shud they be put under my 600w mh?

As soon as something pops out from the ground, put it under the light. Plants tend to search the light source when they are out of the soil.
