when to start when planting outdoors

hey so i live in wisconsin and the weather has been in the 60's lately during mid day but the nights are still down in the 20's and 30's. i know its to soon to start but what type of weather should i except to start?

when you have 16 hrs oflight or more . any thing lessthen 14 hrs of darkthey will go to flower mode. i put mine out mid april last year hear on the oregon coast. had no problems with early flowering just out grew my green house. this year im putting them out in may sum time.
