When to transplant

Am a little shady on a few things and wondered if the pro's would help me out. basically was wondering when to transplant the plants from the jiffy pellets (which they were germinated in) to the oxy pot system im growing in?

Could anyone give me a brief outline on the process and the changes required when transplanting from jiffy to oxy pot (hydro)?
