Whens the best time to harvest?

im starting my new grow and this time i have a good amount aof space but its still discrete,so since i have about 6 plus feet of room , could my 6 reg clones grow to say 5feet 5 inches ?

and 1 more general bud question, if i say veg for 2 months and then flower for 2 months will that almost kinda maximize the amount of bud ill get if taking care of

For me, I harvest when my trics are mostly cloudy with a fair amber mix and are covering the buds so heavily it resembles a glazed donut.
