Hate to be that guy but u wont find much of anything worthwhile for under 200 bucks unless you do a diy light build.
That light only pulls 100 true watts. Blurples at that. Ull need some serious power to get decent flower

Can't give enough light in a 3x5 with $200. Better off going MH/HPS for the budged.

Well I have 3 philzon lights a 600,1200 and a 2000 the 600 and the 1200 are in my veg tent and the 2000 I use for flower as always thank you for your time and the best of luck in all of your endeavors

Id look at the diy strip build threads on here. Thats gonna be your best bang for your buck 
You need a lot more, a common target is 50 watts/square foot with blurple LED or HPS and 30w/ft with good white LED.
